The attached memo cites the DOJ's recent claim that the Americans with Disabilities Act and Section 504 do not require states to provide home or community-based services, challenging decades of civil rights precedent established by the 1999 Olmstead decision. The work asks what justice means when legal protections themselves are called into question.
