- Grandin Village Angel, 2019
Roanoke artist Toobz Muir painted a portrait mural on the side of Rockfish Food and Wine restaurant in Grandin Village in honor of the local legend James Tarpley. Tarpley was Roanoke’s 2018 Citizen of the Year and well known as the “Angel of Grandin Village.” His kindness and selfless actions touched many residents of the area. Tarpley passed away at the age of 86 in 2019. The mural continues to watch over the neighborhood and people Tarpley held dear.

Scott Noel, aka Toobz Muir, is a self-taught artist based in Roanoke, VA. Known for his colorful and surreal work, he draws inspiration from his early fascination with graffiti and from his challenges with being color blind.
