This painting is of The Argentine revolutionary Che Guevara. The photographer, Rodrigo Moya captured a changing Latin America, documenting poverty and protest in the 1950's and 1960's. I found this article in the NYT's obituaries. Rodrigo Moya was 91. The cigar and the expression got me.
