According to the Catalogue of the Manuscripts of Lincoln Cathedral Library this figure is St John, writing. He is being dictated to by the Holy Spirit in the form of a dove.

However, ‘H’ also reminds me of Henry the Illuminator. Henry worked in premises off Monks Road, Lincoln, dying in 1296. He left a substantial amount of property and a pound of cumin.
