The sculpture honors the Police Department's dedicated service to the community. The sculpture is located in the front of the Thornton Justice Center, to the west of City Hall.

The sculpture was funded in part by a grant from the Scientific and Cultural Facilities District, with additional funding from the Citizen's Police Academy Alumni Association.
