Carp leaping over a mountain waterfall named the "Dragon's Gate", is an ancient Chinese myth. Each season as the carp swim up the river when they reach the Dragon's Gate those that can leap over are said to be transformed into dragons.
The meaning of the proverb is that if you strive hard at a task you will become successful. This is a good luck painting.
