After consultation with an expert on Carr authentication, this unsigned work is determined to be "Attributed to Emily Carr."
It is the expert's opinion that this appears to be a view of a Victoria harbour, very possibly the wharf at Wharf Street with the old red Victoria customs house in the background (see link below for images of the customs house). The view could be from just across the water in Esquimalt where there was a Songhees First Nations reserve that Carr visited and wrote about in her published writings. Carr’s father had a provisions warehouse store on Wharf street - the building is still there as well. The expert's opinion is that this is something Carr would have painted, expressing that there was a trade in Victoria where artists would make pictures of buildings and harbours.
