Born in Alexandria, Indiana, Bertha Baxter lived in New York City in the 1920s, summering and running an antique shop in East Gloucester, where she settled in the 1950s. Baxter studied at the New York School of Fine and Applied Arts and exhibited at the Pennsylvania School of the Fine Arts from 1920 to 1927, the Art Institute of Chicago and the Hoosier Salon. Most of her painting focused on still life and landscape.
