Half of the historical Everglades no longer exists. Over 50% of the River of Grass has been reclaimed. Florida's economic engine is fueled by real estate development and tourism, along with agriculture, and most experts agree that South Florida faces a drinking water crisis. While most proposed fixes would target rural inhabitants and industries, fewer coastal dwellers understand themselves to be living in the Everglades, and fewer regulatory demands are placed on them to make lifestyle and economic changes that would reverse or slow ecological degradation. Who should be financially and ethically responsible for ecosystem restoration is a question that is often debated by stakeholders and resolved by local, state, and federal government and courts.
